Local Authority Funding
If you need care, your local council may be able to help with the costs. To find out if you qualify, you will need to request a Care Needs Assessment from Lancashire County Council or Blackpool Council. This is free and anyone can request one.
The assessment looks at what support you need day-to-day. If your needs meet the eligibility threshold, the council will also carry out a Financial Assessment (Means Test) to determine how much, if anything, you will need to contribute towards the cost of your care.
If you qualify for council funding, you can choose to receive this as a Direct Payment β giving you the flexibility to choose your own care provider, such as Briars Homecare.
NHS Continuing Healthcare (CHC)
NHS Continuing Healthcare is a package of care arranged and funded solely by the NHS for adults who have complex, ongoing healthcare needs. If you qualify, the NHS covers the full cost of your care β including homecare.
Eligibility is based on your health needs rather than your financial situation. A healthcare professional will carry out a CHC Checklist Assessment to determine if you meet the criteria.
Common conditions that may qualify include advanced dementia, Parkinson's disease, or complex medical needs following a hospital discharge.
Self-Funding
Many people choose to fund their own care privately, either because they do not qualify for council or NHS funding, or because they prefer greater flexibility and control over their care arrangements.
As a self-funder, you can arrange care directly with us at any time β no referral or assessment required. We will work with you to create a tailored care package that fits your needs and your budget.

Direct Payments
If you have been assessed as eligible for council-funded care, you may be offered a Personal Budget in the form of a Direct Payment. This is money paid directly to you (or a nominated person) to arrange and manage your own care.
Direct Payments give you maximum choice and control β including the ability to choose Briars Homecare as your provider. We are an approved provider with both Lancashire County Council and Blackpool Council.
Attendance Allowance & Other Benefits
Attendance Allowance is a tax-free benefit for people aged 65 or over who need help with personal care or supervision due to illness or disability. It is not means-tested, so your savings or income do not affect your eligibility.
There are two rates β lower and higher β depending on the level of care you need. Many people use their Attendance Allowance to contribute towards the cost of homecare.
Other benefits that may help include Personal Independence Payment (PIP) for those under 65, and Carer's Allowance for family members providing significant care.
